What the 2017 Salem + Silver Lake merger means for case records
The Town of Salem and the Village of Silver Lake consolidated in 2017 to form the Village of Salem Lakes. The merger combined police, fire, and municipal court operations under a single jurisdiction, but pre-merger case records still live at the former agencies' archives. For a defendant whose pre-2017 driving record includes a citation from one of the legacy jurisdictions, retrieving the underlying paperwork can require a request to the former Salem Town Clerk or the former Silver Lake Village Clerk, not the current Salem Lakes office.
This matters when a current case turns on prior-conviction questions: was the citation paid (admission), was it dismissed, was the underlying charge amended? For OWI cases where prior priors drive offense-level charging under § 343.307, the disposition of a 10-year-old citation can determine whether a Wisconsin first becomes a Wisconsin second.
